Biography
Rebecca is a Special Counsel in our Competition, Consumer and Market Regulation group.With over 15 years of commercial practice, Rebecca has advised clients across a broad range of industries including transport and logistics (ports, rail, aviation and freight), building and construction, financial services (including mobile payments), communications and oil and gas.
Rebecca has extensive experience helping clients navigate the competition law implications of mergers, joint ventures, strategic alliances and other collaborative conduct. She has also assisted clients with policy and regulatory reform.
Rebecca has advised clients through complex merger clearances, non-merger authorisations and regulatory investigations. Whether dealing with complex supply arrangements, pricing or access issues, Rebecca brings high-end technical capability and experience to deliver practical and commercial solutions. This has included secondments in-house and long-term relationships with clients.
Rebecca holds a Bachelor of Laws (First Class Honours) and a Bachelor of Commerce (First Class Honours in Economics) from the University of Sydney.

Virgin Australia on a wide range of competition law matters including with respect to its strategic partnerships, acquisitions and aviation policy. This includes successfully securing various ACCC authorisations for airline alliances and partnerships over the years. For example, anti-trust immunity to engage in novel codeshare pricing conduct with a significant class of international airline partners and acquisitions such as Virgin Australia’s acquisition of a 60% interest in Tiger Airways Australia (2014 GCR award for Merger Control Matter of the Year – Asia-Pacific, Middle East & Africa).
Korean Air on its unconditional ACCC clearance of the proposed acquisition of a majority stake in Asiana Airlines valued at approximately $1.6 billion.
A joint consortium involving Qube in the landmark $9.05billion acquisition of Asciano Limited.
Qube in relation to the competition aspects of its entry into a joint venture with Noble Group to develop a multi-user grain handling facility at Port Kembla, New South Wales.
Qube Ports and Bulk in relation to the competition aspects of various matters including interactions with Ports, economic regulators and the ACCC in relation to the privatisation of Port assets.
Qube Logistics in their successful purchase of Independent Transport Group (ITG) and ITG's Minto and Harefield rail sites as well as other terminal acquisitions.
Baker Hughes in relation to Halliburton’s proposed acquisition. Baker Hughes in the successful ACCC clearance of the global merger of Baker Hughes and the General Electric Company valued at over US$30 billion.
Westpac in relation to various matters including ACCC market inquiries into insurance and mortgage products.
Various banks in relation to the application to collectively bargain with Apple in relation NFC access and Apple Pay.
Boral with various competition related matters including in relation to joint venture activities and the successful authorisation of Boral Cement’s fly ash offtake agreement at Tarong Power station.
Telstra with respect to the structuring of its $1.8 billion deal to share mobile network infrastructure in regional Australia with TPG.
