Biography

Lixian is a partner in our Energy and Infrastructure group.

She specialises in project development and procurement of large-scale energy and infrastructure projects across Australia and offshore, including Asia. Lixian has market leading experience in renewable energy generation and battery storage projects, transmission projects and transport infrastructure projects. Lixian has acted for government, developers, sponsors, banks and contractors.

Lixian has been involved on the development of 13 wind farms, 9 solar farms, 11 battery projects, 4 solar / battery hybrid projects and one renewable energy zone project. Lixian also has government procurement experience on major work packages for transport infrastructure projects such as WestConnex, Western Harbour Tunnel and Western Sydney Airport.

Lixian holds a LLB and BA (International Studies) from the University of Technology, Sydney.

Experience

Lixian’s experience includes advising:

  • Acciona and Cobra on the supply agreement for synchronous condensers for the Central-West Orana Renewable Energy Zone PPP.

  • Iberdrola Australia on the Battery Energy Storage Systems (BESS) supply contracts for the Smithfield BESS.

  • Akaysha as the successful bidder for the Waratah BESS project in New South Wales.

  • CS Energy on the EPC Contracts and Warranty Services Agreements for the Chinchilla Battery and Greenbank Battery.

  • Vena Energy on the EPC Contracts and O&M Contracts and associated documents for the Tailem Bend II hybrid solar / battery project and the Wandoan Solar Farm.

  • Cubico on the EPC Contract, Owner’s Engineer Agreement and Independent Engineer Agreement for the Wambo Wind Farm in Queensland.

  • APA Group on the Brigalow gas and hydrogen Peaking Power Plant.

  • Lenders on the project documents for several wind farms including Stages 1 and 2 of the Murra Warra Wind Farm, Kaban Wind Farm, Dulacca Wind Farm and Cattle Hill Wind Farm.

  • Lenders on the project documents for several solar farms including the portfolio financing of the Childers, Susan Rivers and Nevertire Solar Farms, Rodds Bay Solar Farm and Cultana Solar Farm.

  • Vena Energy on the onshore/offshore Turbine Supply Agreements, Balance of Plant Agreement and the O&M Contracts for the Talim, Sembrano and Storm Wind Farms in the Philippines.
