Lesley Sutton

Biography

Lesley is a partner in our Technology and Digital group.

She specialises in transactions involving the large scale procurement of IT and communications technology, with a particular focus on “Infratech” or the delivery of technology in an infrastructure setting. Her strength is managing teams to deliver complex projects. She advises clients across a range of sectors, with a focus on government, infrastructure, financial services and FMCG.

Lesley’s practice includes all aspects of technology procurement including IT and business process outsourcing, systems development and integration, software and hardware procurement and support, cloud computing and “As a Service” arrangements, innovation projects, alliance contracting, telecommunications facilities access and network rollouts.

Her work includes a regulatory component including media and telecommunications regulation, space law, privacy, cybersecurity and security of critical infrastructure and advice on new technologies including artificial intelligence. Lesley is a member of the NSW Law Society Taskforce on AI & other tools and trends shaping the legal profession.

Lesley has recently established the G+T focus group on space law and is currently chairing the Australian Space Regulatory Workshops.

Lesley is a leader in pro bono and a member of the G+T CSR Steering Committee.

Experience

Lesley’s experience includes advising:

  • Telstra on a ground-breaking proposal for a 10 year network sharing deal with TPG, which would have been the first Multi-Operator Core Network sharing arrangement in Australia.

  • Two investors on their investments in Skykraft, an Australian space company specialising in design, manufacture and operations of satellite constellations.

  • Airservices on an assurance program for the $4bn OneSKY program, Australia’s most complex transformation of air traffic management delivering a new unified civil and Defence air traffic management system.

  • Australian Rail Track Corporation in relation to its Advanced Train Management System (‘ATMS’), a world-first satellite-based traffic management solution designed for the Australian freight rail network.

  • Transport for NSW on its Digital Systems program, the landmark transformation of the Sydney Trains network to replace the existing systems with an integrated digital rail signalling and traffic management system.

  • Sydney Trains in connection with the procurement of a digital locking system solution to replace ageing traditional locks on electrical and signal cabinets throughout Sydney Trains sites with new smartlocks.

  • Transport for NSW on many camera programs such as mobile speed / fixed cameras, mobile phone and seatbelt offence cameras. Client noted “Lesley has the greatest expertise in Australia on camera enforcement contracts.”

  • NSW Electoral Commission in connection with a number of procurements critical to the delivery of elections to enhance its IT, digital and telecommunications capability and cybersecurity risk management.

  • NSW Department Customer Services in relation to its whole of government agreements with global hyper-scale service providers including Google, Microsoft and Oracle.

  • Department of Customer Services and Service NSW on the introduction of new digital identity and document verification services, supporting an NSW Government initiative to develop a trusted digital identity ecosystem.

  • A broad range of government entities on the preparation of privacy impact assessments and other privacy related advice relating to the use of Government data in the context of the supply of digital services.
