Ilona Millar

Biography

Ilona is head of our Climate Change and Sustainability practice.

She has worked for over 20 years on climate law and finance, including the development of law and policy and its implementation by both governments and the private sector. This experience extends to complex multi-jurisdictional transactions as well as the development of innovative responses to climate change and sustainability problems.

Ilona has worked extensively on the development of carbon contracts, carbon funds and other environmental product transactions in both the compliance and voluntary markets. She also has a deep expertise in advising on natural capital projects and investment as well as on geological sequestration and the legal frameworks for carbon capture and storage. More recently she has been leading work exploring the role of hydrogen in transitioning to a low carbon economy.

Ilona's experience also extends to all aspects of environmental law and policy and she has a strong background in all aspects of natural resource management, planning and projects.

Experience

Ilona’s experience includes advising:

  • Global Green Growth Institute on establishing a specialised fund to procure carbon credits generated through activities under Article 6 of the Paris Agreement.

  • Accounting for Nature on a proposed approach to labelling carbon credits with co-benefits certified through the AfN framework.

  • GreenCollar Group on development of the overarching standard registration under the NaturePlus scheme, a world-first biodiversity credit scheme that applies an accounting framework to generating ‘NaturePlus Credits’.

  • WWF Australia on potential structuring approaches for its investment in the Koala Friendly Carbon project.

  • Carbon Asset Solutions on the development and implementation of its carbon sequestration methodology to generate high-quality soil carbon credits.

  • SustainCERT on the regulatory requirements that may apply to its Impact Unit product offering in Europe, the USA, Canada and Australia.

  • Commonwealth Bank in relation to structuring and advising on carbon market derivatives and ACCU financing involving secured prepayment structures.

  • Asian Development Bank on establishment and documentation for the Climate Action Catalyst Fund.

  • ASX-Listed oil and gas Company on its obligations to provide continuous disclosure in respect of its ability to achieve short to medium term climate change targets.

  • Various companies, including a global diversified mining company and a national energy distribution company on the implications of Federal climate policy.

  • Various companies on Safeguard Mechanism reforms and the implications of changes to baselines and strategies for compliance.

  • An international airline undertaking extensive ESG due diligence and advising on climate-related and sustainability disclosures related to the development of its sustainability report.
